I have very dry and very light skin, and also very dark under eye circles and I'm looking for a foundation that will completely cover everything without caking up due to my dry skin.

I am exactly the same, super dry and pale skin with hoorrible dark circles. I use bourjois healthy mix foundation in the lightest shade (51) and then I cover my circles with my mac pro longwear concealer in nc15 :)

You can try a full coverage hydrating foundation like Laura mercier. It's sold at sephora you can get a sample to try before you buy.

If you have good skin try a bb or cc cream and get a desperate concealer for your under eyes.

Ulta's primer+foundation thing. It's in a tube and reasonably priced. It doesn't look all foundation powdery but very smooth. It's pretty thick too to help conceal.
