Clinique has a good toner for any skin type especially for oily.

I use 50/50 Apple CIder Vinegar/ water. I add any oils I need to add in it.
But be very careful when making your own toners, there are so many phototoxic ingredients that everyone loves to add in their toners. ( Lavender Oil, Citrus fruits, Lemon/Lime etc. ) And it's just taking the fastest road on damaging the skin.

Depends on your skin type, alcohol/witch hazel based for oily/combination/normal skin all without sensitivity
alcohol free toners containing floral extract: dry skin, and any of the skin types above with sensitivity (Studying beauty therapy)
