Whenever I get a photo taken on flash, there's always this glare/ shine on my forehead and cheeks. What can I do to make that go away? Like is there a powder or something I can put on so I can prevent this?? (I wear foundation by Makeup Forever and the HD finishing powder. I also wear Watts Up highlighter by Benefit.)

A matte setting powder...and the foundation you use does it have spf?

Yes I think it has SPF 15. Does that affect the shine?

Yes spf in foundation will cause shine and glare on your face on photos..so if you are going to be taking photos use a foundation without spf.

Use a translucent powder to give a matte finish

Well spf really doesn't have to do with that. It has to do with application. I think you have oily skin either use an oil control primer or a matte foundation. Or stay matte setting powder.

SPF cause flash back in any flash photography photos it's to do with the ingredients. The higher the SPF the more the flash back, adding powder ect won't cover flash back you need a foundation with 0 SPF and then if you look shiny add a matte powder

Spf does not cause flash back. Or we would all be pale ghosts every time we took a beach/pool pic.
This has even been clarified here in Beautylish a long time ago.
You can have a product with 0% SPF coverage and still get flashback, what you need to pay attention to are the ingredients.
Ingredients like Titanium Oxide, Silicia ( This is a very common ingredient in translucent powders like Make Up Forever HD and Elf. ) And other minerals generally cause flash back. Usually any minerals make up can cause flashback, the minerals in it are basically reflecting. Kind of like a stop sign. The Make up forever HD finishing powder has lots of Silicia in it, so it is your problem. ( I actually just noticed this now as I re-read your question to make sure I covered everything. )
I'm assuming the area you concentrate it the most is on your Oilier areas so it seems to be the culprit.
