Firstly, they aren't bad at all! trust me I do bridal make-up I'm used to covering lots of dark circles due to wedding nerves lack of sleep!
I would recommend using an orange/salmon coloured concealer such as illamasqua emerge cream pigment or the benefit erase paste ( the orange-y one) tap that onto the circles then go over the top with a good coverage concealer such as the benefit erase paste ( skin coloured) or hard candy concealer, this colour corrects cancelling out the blue/purple tones which a normal concealer won't do as effectively :)

I suffer bad from this and it's important to moisturise before applying concealer to avoid a cakey dry appearance. I use jane iredale circle delete no. 2 and the peach side is the one I use the most of first patting lightly under the eye and blending gently with a tiny bit of the lighter shade. Peach diffuses the blue discolouration so it won't be the same colour once applied.

Make sure your eye area is nice and mosturized then use benefits erase paste or any orangey colored concealor/correcter cause they will cancel out blue and purple. After the corrector dries you can go over with a concealor about two shades ligher than your skin. Then you can set it with a powder... a lot of people like Ben Nye

You might want to first reduce the puffiness by applying rose water with cotton balls and leaving it on for 5 to 10 mins. then I recommend you use hard candy concealer glamaflouge or even nyx jar concealer. don't use drying products and also get an under eye cream such as Garnier or something from sephora to hydrate the under eye area. This should reduce puffiness and Issues with blood circulation under eyes
