MakeUp For Ever makes an AMAZING eye makeup remover. it can remove everything; waterproof/non-waterproof mascara, eyeshadow, stubborn eyeliner.. everything (: & it's meant for sensitive eyes so it won't irritate that area. I wrote a review on it I'm pretty sure, which you can take a look at if you'd like :p

Use coconut oil! It is natural and has worked best for me when taking off stubborn eye makeup.

I just use cetaphil lotion because I hate the oily feel of most removers

Salma Hayek's Dual-Phase makeup remover is what I use and it's great. It's very gentle. It's a CVS exclusive brand and its about $7. Philosophy also makes an oil remover that I used to love too but it's a lot more pricey but it was awesome, literally melted everything away.
