What first comes into my mind that might cause the issue of transferring is the fact that you use another foundation on top of the good matte and transfer resistant foundation. Have you tried applying it the other way around, with first the more liquidy foundation and then using the good, resistant foundation on top? If you have oily skin I wouldnt use 2 foundations; I'd just use the good foundation youve mentioned and then set it with a matte powder to seal it all in (an excellent matte powder I use is Maybelline's Pure Powder matte finish). I think another possibility of what causes your problem is the use of too many products; I have combination skin which is fairly oily, so when I want my foundation to last even more and "stick" more to the skin is to avoid moisturizer and just use primer instead, as I've read that with oily skin you can't use both, you have to choose one or the other; of course it doesn't apply to everyone as everyone's skin is different, but it works for a lot of people and it works for me, so I suggest you give that a try; primer, good foundation, powder, and maybe even the setting spray at the end.
