Use an oil controlling primer I don't know high end but rimmel pro keeps me matte all day maybe that can help if not covergirl 3 in 1 foundation,

Mac matchmaster!! it has a demi-matte finish but REALLY controls oil!! also 3-in-1 by cg has an almost powdery finish ,really amazing for us oily skinned girls.

I also have oily skin and I recommend Murad oil control mattifier with SPF15. It works really well.

If you're looking for an affordable option, the Revlon color stay foundation is really good...I always have to blot my face throughout the day, but once I started using the Revlon foundation I NEVER have to do that anymore...

Nars Sheer Matte is good for oily skin but it's sheer and doesn't provide much coverage.So if you don't need much coverage go for that.
You can also try Smashbox Studio Skin foundation.This foundation lasts all day,has a nice demi matte finish and provides medium-full coverage.

I find that Covergirl Clean - oil control works for me. I use setting powder also by cover girl -oil control. followed by rimmel stay matte. keeps my oil at bay for at least 3-4 hours.
Hourglass Veil Mineral Primer is good and costly. has a satin kind of finish to it.
