For mine, I wore dark purple liner. But I honestly recommend you check out Michelle Phan's "picture makeup tutorial." She has great tips :)

I wouldn't go over the top. Especially for college. I'm a 17 year old college sophomore and it's best not too do too much. Obviously will look like a newbie. It's just not as fancy as high school. You will surprised seeing how many people you see on the first day in pjs. But for the ID, stay away from SPF face products, transculent powder, darken the crease a bit more than you usually would so it looks like your wearing makeup, don't forget blush, etc. neutral, you want to look like a representation of yourself

The lighting for most student pic ids are not the greatest. I wouldn't get dramatic with the eye makeup at all. I would do a simple winged eye,lipstick and blush.

Omg my makeup on my university ID card was flawless. Just natural makeup with just a winged eyeliner. HOWEVER, I curled my hair and pulled the sides back and pinned so you could see my curls. However on my university ID card it looked like I had pig tails and I looked 12. No one has ever let me live it down lol. So please I BEG you don't make my mistake lol. I had that ID card for 3 years
