My little sister's birthday is in a couple days. I'm debating on getting her one of the first two Naked palettes (or any other natural palette, she loves natural shadows), but I'm not sure which one would suit her best. She has red hair, fair skin with pink/cool undertones, and brown eyes. Any suggestions?

Naked 1 and naked 2 are very much alike I suggest the naked 3 pallete.

I'd suggest naked 1. It's my favorite and I got it for Christmas from my sister. I had red hair, hazel eyes and pink undertones.
You could always buy one, and keep the receipt in case she likes the other one better.

2, its cool toned browns with some shimmer and mixtures of lights to darks. its my favorite. the naked 1 is the same concept but its just warm toned

When I was trying to decide, the lady at sephora said naked 3 is great for fair skin. I ended up getting naked 2 since its the cult favorite and it had more colors for tan skin.

I actually don't like the naked 2 I regret buying but the first I like and 3rd one I love the rose toned shades look amazing on everyone!!

From what I've seen and read, I'd go with the Naked 2 if I was purchasing for myself and I kept seeing that Naked 3 was great for super-pale, redheads or blonds... but since your sister doesn't like it obviously that's not going to be the right choice! I keep reading that Naked 1 is better for warmer skin tones and Naked 2 for cooler skin tones.

The naked 1 is warmer colors and the naked 2 is cooler. Also, the Stila In the light palette is gooooorgeous
