Probably your hair is naturally dry or your hair has been damaged too much. if you have dry hair, then take extra care to moisturize like hair oils. if your hair is far too damaged then look for repair masks, probably look for a shorter cut, since split ends can you travel up.

Hair growth is based on genetics, the health of you & your hair. so the only way to promote growth is to keep yourself & your hair in good health.
Do not just go taking pills (including biotin). You can end up with side effects serious enough to put you in the hospital. always ask your doctor first.
Some tips to promote growth:
get trims regularly (split ends will go higher up the longer you wait & then you'll have to cut off more hair)
drink a lot of water
use as little heat as possible
always use a heat protectant, I recommend It's a 10
don't brush your hair while it's wet
do hot oil treatments (I use coconut oil)
use a deep conditioner (I use Aussie 3 minute miracle)
use hair masks (store bought or diy)
try a leave in conditioner
keep in mind that there are no miracle products or methods. good luck in growing your hair! :)

Coconut oil!
Coconut oil!
Try heating up a few tablespoons of coconut oil for a few seconds, out it all over your hair and let it sit all night (4+) hours! It did wonders for my hair!
