I'm 14 and I started when I was 13. I would just kind of fill them in though, not draw on or shape with color, since that will look to old (in my opinion).

If you have thin/sparse eyebrows and you want them to be bolder or frame your face better, then go for it! That's what eyebrows are for, and some of us aren't born with thick eyebrows or have plucked them too small, but BEWARE of overdoing it. My advice: practice, and aim for a natural look!
