You should dip dye the tips a light turquoise like me but you can choose the length the cheap way is using koolaid, add 2 cups of water and 3 individual packets of blue raspberry lemonade and stir. Put it on the oven and set to a boil don't let it boil to long or you will loose some water and you will have less room to dye. Pour it in a hot water safe cup and let it cool for 3 minutes. Then since your blonde, do it for 15 minutes or longer depending on how long you want it to stay 15min for a week 25 for darker color and 12 days. And if you have brown hair do it for 30 mins. What I mean by this is take your desired length and place that amount of hair for that time srry for the long post but. :)

If my client came to me with this I would maybe look into some lowlights or even highlights depending on how light or what shade of blonde you are or if you really wanted something different maybe a few peek a boos of some kind of purple, if you post a pic of your hair I could be more help(:
