I am not allowed to wear eyeliner because of the obvious way it looks, but I still want the benefits eyeliner can give when applied right. Is there any way to apply eyeliner so that it isn't obvious I am wearing some, but still opens up my eyes? I really hope this makes sense.

Tightlining, you lift your upper lid and use the pencil of brush to place product between lashes and directly under.(I think anything in the lower lash line or lower waterline will be too obvious) It can transfer some when you're putting product into the lashes, but you can easily clean that up, precision q-tips are your friend.
However, Miss Taylor ;) is this because you aren't allowed to wear eyeliner? Are your parents going to be mad that I'm telling you this? I don't want to get you in trouble!!

Try a brown, or plum on water line. Or push line into lashes with a dark shadow.
Another option, use a pencil brush and eye shadow instead of liner. Dark colors smoked around outer corners look beautiful.
Clear mascara after curling lashes is lovely too. Gives lift, and line without any color added.
Reverse it... use a highlight color to line. A light shimmer, of color in center of eye and inner corner will brighten and open. Also gorgeous on water line.

I'd try a push brush and eye shadow right at the base of your lashes or tightlining. :)
