How do you mean you don't see results? A toner isn't really supposed to show obvious results, it is supposed to remove cleanser residue from the skin and help better absorption of moisturiser or any product following it.

If it promises to shrink pores etc., you would need to use it for a few months at least.

The basic purpose of toner is to balance skins ph level after cleansing, masks, anything that will reduce protective barrier. There are also different levels. Mature skin would most benefit from a gentle refresher where as oily skin would lean toward an astringent. They all contain different properties to benefiit different skin types as well as balance ph. When ph is off dryness, acne, uneven skin tone can occur. I'm a big toner advocate. So in my opinion I'd say yes it is necessary as part of a balanced skin care routine.

Yes. Most cleanser leave skins ph unbalanced. Leaving it less oxgenated, a breeding ground for bacteria growth, sensitive or/and dry ect. Facial skin shoukd be slightly acidic, between 4.5 to 5.5. This is what toner, directly after cleansing does.
I've only seen medical lines that didnt need a toner after cleansing.
Pores do not technically change size, unless youre doing some advanced resurfacing treatments. Pores strech when clogged, and build up keratin walls that make them appear bigger, but they do not get bigger. Its complicated to go through a whole skin phys. Lesson on here. Ill start a thread on pores sometime. It is a massive topic.

It will say, reduces apoearence of, or temp. Reduces size. Claim language is stricty regulated. I advise everyone to know how to read it. Its ment to mislead... sad yes. But we are capitalists..

It's mainly used to balance the skins pH after cleansing and also to further deep clean anything the cleanser left behind that's it.

I've used it and yes it feels kind of gross haha. Now I use witch hazel after cleansing but I'm not sure if it restores ph levels the way a toner does.
