How short/long to go?

I really want to cut my hair. I want to dye it a light blonde(I'm strawberry now) and get it cut shorter. How short do you think I should go? I've also got a chubby face and body. It's an awkward picture but oh well! At the moment my hair is about the bottom of my boob length, give or take an inch.

I actually only have very very few. If I did that it would only be at most a half inch shorter.
