It simply depends if she feels like she's ready. Make sure she doesn't depend on make up to feel beautiful. I feel make up is something playful and is meant to enhance natural beauty. I would start of by investing on a good cleanser and moisturizer. Then for make up, since she's young she doesn't need a full face of make up. Maybe on occasion something light like Smash Box BB cream, curled eyelashes and some mascara. Nothing major since she's young.

She's funny cuz she doesn't wear much at all so I was thinking like some light eye shadow and fun mascara. It's more for her to experiment with. She's very confident in her natural beauty :)

If she doesnt wear makeup, why get her any? She should be the one who chooses what she wants, so i'd say get a her a gift card to Sephora or Ulta, if you get her the card to Ulta then she can buy high end and drugstore makeup(if she chooses to) all with the card, at Sephora she could only get high end. If you do end up buying her makeup on your own, i'd reccomend high end products, because there's no point in buying drugstore makeup that she could've easily bought on her own.

WELL Since she's only 14 you don't wanna go all expensive yet. Shes just starting out so get the Elf makeup from target. It's definitely a great choice..not too expensive just the right affordable price for a teen starting out. Check it out because there's no point in buying high end makeup products if she doesn't or don't use makeup and will easily waste it.
