I've heard if you don't cut your hair it grows slower? is that true?

No that is not true, the only way it will grow slower if split ends reach your scalp. Your tips of your hair does not affect it growing wise because it does not grow there. Hair grows from the scalp. So cutting your won't make it grow any aster either.

It's just more noticeable when it's short when it grows.

Thats just said because if you don't get trims, there will be dry, damanaged hair at the ends that can either break off, or the split ends will continue to travel up your hair shaft, causing you to have to cut off more hair all at once (thus more noticeable) versus getting small trims. Or the hair will break off, so with either situation, hair growth will seem slower. Hair growth is genetic and occurs at the scalp, as Shannon said.
