Her hair is probably like that naturally but I feel you can do that with a round brush and blow dryer. Just blow dry your hair end when you do the ends use the round brush to give it that little curl.

My hair stylist did this to me today. She took a section and straightened it and when she get to the end she used a round brush to curl it

You can use either one they both have basically the same affect. I find that using a blow dryer adds more volume, so I would say use the blow dryer, you could use the straightener for touch ups, in case you need to flip the hair in more.
