My eyes were always naturally spark, I don't know how but I really like it (: my mom and sister are the same.
But you can always use the flash of your camera, the flash will give a reflection into your eyeball.

Oh, well you can take inspiration from the pic you posted haha. try a bright shimmery pencil on the waterline (NYX and Maybelline make great ones), thick top liner, fake lashes on top AND bottom (individual lashes on the lower lashline can look a lot less tacky than a full strip) and glitter on the inner corner, half of the lower lashline and the browbone can really open up the eye. :)

Since they have contacts on it's the plastic or silicone material it's made of that's reflecting light. Although you could be sure to sort of moisturize you eyes by getting some eye drops. Avoid the ones that soothe redness as they actually dry out the eyes.

I'm not sure because the picture is blurry, but I'm about 70% positive that photo is for The Sims 3. People make different types of eyes for their sim characters and preview the different colors in pictures just like that.

They do make sparkly contacts, I have a pair that is silver glitter swirls. On my dark brown eyes they look sparkly, and up close you can see the swirls.
However, you must be fitted for contacts by an optometrist before you start looking at any sort of colored or costume contacts. Not everyone can wear them, and you don't want to risk permanent vision loss.

Yeah it does look kind of sims like or a ball jointed doll. They best you could do is get circle lenses, top and bottom falsies with shimmery white eyeliner in the inner corner and nude on the water line. Like Emily said you do need to visit a doctor and most doctors will sit there and lecture you about how bad circle lenses are but they are just like any other lens.

I agree with Bri G :) Highlighting your inner corner will make your eyes sparkle, as well as adding a little shimmer to the middle of the eye. Try and use a darker colour on the upper lash line too, and fake lashes will also help :)
