Hair dye over gray?!?! Didn't work :/

So I dyed my moms hair today to blonde over her gray's and the dye didn't deposit at all!! It took it everywhere except her front roots that were 2 inches long with gray hair. It was dark brown before and I used Volume 20. Any suggestions please?!??!!

I would use a CG developer :) You can find it on AMAZON and at local beauty supply stores.

A CG developer is developed especially for coloring gray hair. What color did your mother's hair turn out? 10 and 20 developers will have some lifting property but those deposit more color then they lift. 30 and above will provide the lift before you tone it to a blonde color.

The bottom half of her hair I dyed dark brown and a top portion was dyed blonde. I used wella with a 20 developer. And the top portion turned blonde except the front that has gray hair. Btw- it's white gray hair... So I have no clue how to fix this :/

I have been doing hair for 17 years and with grays the best way I have dealt with them is definitely finding the right toner and color that you want to deposit into the hair. My hair tends to be stubborn as well so I buy a pre-treatment to improve the porosity in the hair so that it will easily absorb the color. Because the hair is white and you don't want lift and only deposit the 20 is fine to use an ash based toner for the blonde you want to achieve. Stay away from violet/blue base because it won't allow the hair to obtain the color you want with out neutralizing the color and remaining white.
