what foundation are you using? also could depend on the brush your using, a stippling brush will give a flawless finish and not allow it to cake in spots, also moisturize before applying your foundation and or a primer if you have oily skin

My advice is to get the dense domed brush from Sonia Kaushik at target. You need to dab foundation on cheek, forehead, chin. Take a blending sponge and blend it. Sonia also makes that in pink. Then finally use the dense brush to buff in circular motions. Foundation will look less cakey. Hope this helps.

It could be your brush, it could be the foundation your using doesn't provide the level of cover you're looking for. If you want full coverage and youre using sheer foundation, you're going to have to put too much on to get the desired look. Maybe it's time to reevaluate your foundation?
Also, try the beauty blender sponge. It applies liquid/cream foundation really well.
