Use 10 vol instead of 20 vol. Cause you just want to deposit the toner. 20 vol is more for permanent color to lift to a lighter shade.

Agreed with ashley, toning should be done with level 10 developer.

I used 30 vol. developer since it was all I had handy & it worked well.
