If you do a winged eyeliner look and a little tiny bit on the bottom corner it will make your eyes look bigger and its really pretty if you put a light shadow in the corner of your lid sparkles look really cute too.

I have smaller eyes as well and if you want to them to look bigger don't line your waterline with black! It just makes them look smaller. Line them with white or a beige color like some of the other girls have said on here! Also put a highlight in the tear duct this will make the eyes appear larger and more awkae.

Agree with Laura. (Most of) The pics are too intense with liner and can make your eyes look smaller.
I have naturally big eyes but when I do makeup on small eyes, I make sure to make a thin line on the top and then build on it to a desired thickness. But then not "close" the eye with black in the waterline.
Then for mascara, add to the top AND bottom to balance out the eyes and make them look more wide. Wined liner can also make them look bigger depending on the style of the wing.

I like to use thin & xchubby pencil liners on the top lid and shadow on the lower. Its all about cheating your actual eye size & shape. I feel smudgeable products to that best. Here is an example of me cheating my eyeshape with pencil liners and shadow, liner & lashes. I used minimal shadow. I did not use a lot of shadow on my lids or crease. Just focused on the top lashline , outer corners and lower lash line.
