I'm not sure if its for dry skin but covergirl 3in1 is really good just remeber to moisturize. Mosturizing is important for dry skin! So don't forget. Hope this helped :)

Liquid foundation is usually best for dry skin, but you have to moisturize before you put it on and apply a primer to keep that moisture in. I use Urban Decay's NAKED foundation, but I still have a moisturizer and primer on underneath.

I have extremely dry skin and always have trouble finding foundations that work, here are some of my favorites
MUFE HD- fifty bucks roughly, leaves a natural finish and has medium to full coverage, it's what I currently use on a day to day basis.
Kat Von D lock it tattoo- fifty aswell I believe, full coverage and doesn't accentuate and dry patches, it's great if you need to cover up acne or anything without bringing out flaky skin.
Bourjois healthy mix serum- about twenty eight bucks, medium coverage but looks beautiful on the skin especially when applied with a foundation brush. It's mainly in the UK but I found mine at my local shoppers
Garnier BB cream- about nine bucks at the drug store, it's almost greasy feeling but really counteracts the dryness you just need to be sure you set your whole face with a powder instead of just oily areas. It's quite high coverage for a bb cream but I'd say in general it's medium coverage, not cakey at all yet.
As for concealers, there are a few depending in what you wanna conceal. If you're like me and your zits or scabs dry up as fast as your skin, it's hard to cover! But I find that Benefit FAKEUP usually helps. It has a moisturizing outer layer meant to target dry under eyes but works perfectly for dry skin.
I also like benefit boi-ing concealer, it's about twenty bucks and it's waxy texture allows it to fill any flakiness with extremely high coverage, also stays all day!
I've had a hard Time finding a drugstore concealer that works, but I find liquid ones work best. I kinda am liking the maybelline fit me concealer right now, the want and liquid consistency really helps.
Also, I would recommend trying a full coverage mineral foundation. Mineral powders are never fully matte, always having a little bit of sparkle to them which leaves a more dewy look so they're perfect for dry skin. They not very mattefying naturally so there's no worry about looking overly matte. And since they're so high coverage you don't need a foundation or concealer just this. This is one product you'd need to be willing to invest in though as the good quality ones don't come too cheap. I really like micabella mineral foundation which is about fifty six bucks a pot, though they last forever it's as much as a high end fijnsation

I have dry skin & it seems like most foundations that are meant for dry skin don't have the coverage, but I really like maybelline super stay. I don't set it w a powder, then it looks too matte.

Ah I see I couldn't remember the price when I was typing it out. I do really like it for my dry skin though, and I have dry skin to the extreme.
