It looks like you take a large barrel curling iron and curled all the hair towards the face in a uniform pattern, if that makes sense. (Like, have all the curls line up, I think.) then brush them out until they turn into waves like that. 😊

Or, a one inch barrel. let the hair sit for longer than usual. when all hair is curled, hairspray it amd flip your head upside down and kinda shake your hair. thays what I do.
