I literally just tried this exact look today. Blue and all. I used the Jordana 24/7 eyeshadow crayon in the bright blue shade. It lasts forever, it's super cheap, and really pigmented. (:

Whether or not you want Urban Decay; that looks like the shade Electric. Aside from that, try MUFE, they have a great color selection. It looks a lot like one of their Aqua Cream Shadows, let me remember the shade number.

@Hannah, yeah it definitely looks like that UD shade which I'm in love with. I don't know what it is, but I own a few of those eyeliners and I really like them on my top lid but I find they get all smudged and fade on the bottom of my eye.
I'll look into the MUFE cream shadows! Thank you so much!

I use their Primer Potion under my eyes as well, and I don't put the liner in my waterline, I put it just under my lashes. It stays put forever :) I've honestly never had a problem with it. But, if that doesn't work for you I'd be happy to give you some more suggestions :)

Are your lids particularly oily? Sometimes what I do is apply eye primer, then apply under eye concealer, and then apply the eyeliner color. That does hold a lot longer, but it's a bit of a process. Also, maybe a stronger primer would work better for you, like Too Faced Shadow Insurance or Lorac Behind the Scenes Primer?

@Hannah yes my lids are quite oily however I've never had a problem with the UDPP creasing, I've been using it for years and it works great. I've never tried putting under eye concealer, well I do but I use it for dark circles and I don't put it right up underneath my eye.

I do and that should help at least a bit :) my circles tend to be pronounced right up to my lower lash line, maybe that's why.
