I would wear a plain white v neck, tucked nto the skirt with a pair of converse. With curled hair it'll look gourgeous!

Floral circle skirts are the cutest! I wear mine with a crop top, and sometimes knee socks/tights and a cardigan if it gets cold out.

Black or white t shirt/ tank. Also you could add a cute necklace just a casual fav of yours. And for shoes wear vans or converse for casual look, wedges/sandals for fun flirty look, or combat boots/ boots for a edgy look.
