I feel like bright pink lips can go well with all sorts of different skin tones. It just depends on the shade of lipstick... Here is an example...
#1 This woman is gorgeous and has a beautiful caramel skin tone. The corally pink lipsticks compliments her skin in a way that is simply hard to explain.

I think it also depends on the eye make-up, eye colour, hair colour etc. but in general I would say: yay!.

#2 This girl has a slight olive undertone to her skin, and I still feel the coolness of the oink she chose compliments her skin.

I'm considered "dark" a lot which is obnoxious because "dark" is such a broad term and I'm only slightly more tan compared to people here but I'm like an NC25-30 and have family who have deeper complexions and I love how it looks as well as pastel shades. When I was pale, pastel colors made me look washed out.

Pink nouveau. I think when you're a "tan" color you can pull off pastel shades easily but as the skin gets deeper you'll need a lipliner as the depth of the skin color contrasts with the lipstick and makes it appear lighter
