Start including vitamin C in your skincare routine and (if you don't already do so) make sure you exfoliate regularly! You could also use a highlighter to create dewy-looking skin.

You should exfoliate your skin, just wet your face & scrub it with sugar 1-2 times a week

Try a purple toned primer/make up base it instantly brightens dull tones!

I use the Garnier clinical dark spot correcting overnight peel. It has glycolic acid and vitamin c which cleans out your pores and works as a chemical exfoliant. I use it once a week and it makes me glow! Plus it's $12 for a bunch, and you only need a very little drop.

I love Philosophy Microdelivery Enzyme mask. Put it on for 1-3 minutes once or twice a week and your skin will be dramatically better.

Exfoliate regularly and you can also tone your face with lemon juice every week. And make sure you wash your face before sleeping and remove all makeup.

See I disagree with washing twice a day if you don't have to! I wash once a day, at night, and in the morning usually use a wipe. I have combination skin. I rarely break out. Washing too much isn't good for your skin, and a film could build up, then leading to the dull skin the op is trying to avoid!
