Best non-sticky pomade?

So I got an a-line haircut yesterday, kinda like Scarlet Johansson's. I need a good pomade or wax for texture. I need it to be under $15. AND most importantly it needs to dry so it's not sticky. I HATE sticky pomade. Yuck.
