I think a lip scrub and a balm which has no petroleum products should help, but it will take time.

Exfoliate and use a fade cream. I like the Nadinola Extra Strength cream. It's in a white jar and like $5 at walmart in the ethnic section. It's helped fade the imperfections and dark areas. I highly recommend it

Use a salmon toned concealer around that area.
