Is it supposed to burn? Yes, because of the mint in it.
However, this is because mint is an irritant to the skin, so in reality you're not doing it any favors by continuing to use it. Anything with a burning or cooling sensation is actually irritating your skin.
My advice would be to go ahead and use the regular mud mask, which doesn't irritate your skin so that you don't have to continue to torture your skin. You don't have to if you don't want to, but you'd be doing your skin a favor since the mint is not necessary and the whole idea of something being 'cool' 'tingly' 'cold' 'warm' is merely a marketing gimmick since our instincts is to assume that because a product causes us to feel that way - then it must mean that it's working when in reality it's irritating your skin.
