I would wear a pair of thigh socks or tall shin socks with boots or heels, the skirt and maybe a sweater. Or you could also wear a tanktop, infinity scarf and a cargo jacket:)

I would wear a fancy blouse, tuck it in, and maybe for shoes wear gladiator shoes or just sandals in general. Hope this helps:)
