basically when you wet the eyeshadow after its on the brush & apply to your eyes.

Not necessary wet the shadow after it's on the brush. You can also wet the brush first then apply the shadow to the brush then to your eye similar to what you would do if you were using water paints on a canvas.

I actually bought a ton of sally girl eyeshadows one day, and I actually am very impressed by the quality considering they were only 99 cents each. The ones I have are mostly all very pigmented and smooth, but the ones with glitter in them tend to be chunky and hard to apply. I think they're really great for the price you pay!

I think they are decent only if you use an eye primer or foil them. They are not greatly pigmented (I would say 2 out of 5) and you get a lot of fall out when applying. But if you apply it right you can get a good look. My eyeshadow I'm wearing in my profile pic is the Sally Girl quad of Charcoal, Grey, Pink and White. I don't know how lasting the product is because I generally remove my make up after a few hours anyhow.
