Sometimes when i get fall out on my face and try to weep it off with a brush it still leaves some streaks..so now i take a bit of tape..roll it aound my two fingers with the sticky side facing out and dab it on the spot where the fall out is..and it picks it all up without streaking..works well for me;)

Easier way, since tape can damage the delicate skin around your eyes... a sticky note under your eye will help catch fall out. :D

Maybe switch the routine. When you know that you will be doing a look that you know there is going to be a lot of fall out you can do your eyes then apply foundations.

Applying an invisible powder under the eye area (quite heavy handed) before putting on your eyeshadow then the fall out lands on top of the powder and you can brush them both off. Alternatively I just take my makeup wipe and remove the fall out and then apply some concealer/foundation.

I do eyes first and if I do have fallout I clean up with a makeup wipe or eye makeup remover and then apply eye cream.

The post it note is a fantastic idea! I love that. But yeah, if I'm doing bright coloured eyes I do them first and do foundation after - otherwise just hold a tissue underneath.
