I'd use a crimper! And then just fluff it out with your fingers. That's what it looks like to me. Or else use a really small curling iron, and wrap the hair around it like normal... But I'd say crimper.

If you have naturally curly hair (I do but I have it straight during the winter months) to get this look I use my Hair diffuser and some Ouidad Botanical boost spray to maintain throughout the day. If you have straight hair, like Amanda said a crimper would work great. Hope that helps.

That looks like they just used a large barreled curling iron. Maybe one of those three barreled wave irons. I have naturally curly hair, but not that kind of curl. I have tight more kinky curls. For me to achieve that look I have to straighten my hair and then use a curling iron, or hot rollers.

Or, you can try a duel barrel waver, like the one TIGI Bedhead makes. Instead of using it as crimp, weave your hair in a figure 8 around both of the barrels at the same time.

Using either the wand curling iron or any curling iron really and wrapping the hair strands around the rod...don't use the clamp just wrap over the rod by making spiral like curls. After you finish the entire head, spray it with hairspray and take either a wide tooth comb or preferably a pick and lightly pick through the hair vertically so that the curls separate a little
