ugh I know what you mean about the dry skin. Is it dry skin on your legs or your face? If its your legs, Lush has a great body lotion called "Dream Cream". Its the thickest cream I've ever used and is super moisturizing...a little pricey but you get a huge tub of it. http://www.lushusa.com/shop/products/body/hand-and-body-creams/dream-cream
I would also recommend any "body butter" type product instead of a thinner lotion because they are much thicker and will stay on your skin much longer.
If you have dry skin on your face, I would make sure that you are first using gentle products on it so you aren't causing any irritation and also using a gentle exfoliator to remove dead skin. CeraVe is a great brand for skincare. Their Moisturizing Cream is really hydrating: http://cerave.com/our-products/moisturizing-cream/

I have super dry skin too. On my body, I like the Aveeno dry skin lotions. They have better last power than anything else I've tried. I'm not a huge fan of the Lush Dream Cream. I thought it smelled funky and it didn't moisturize as well as the Aveeno. On the face, I second the recommendation to use an oil based cleansers. I love the Boscia Make Up Break Up Cleansing Oil. I do still need a moisturizer after I use it, but my skin is nowhere near as dry. For a daily moisturizer, you might look for one with a decent amount of SPF. They tend to be more emollient and for people with dry skin that can be a great thing. I love the Neutrogina daily moisturizers with SPF 50. They keep my skin super hydrated without being oily.
