Well I will say don't expect to be successful overnight because it will definitely take some time. Having tons of followers doesn't necessarily mean your blog is "successful" either. The hits you receive will actually prove whether you are or not.
As for tips: The way your blog looks makes a difference (appearance, layout), update regularly (as much as you're able to of course), post content that people are interested in seeing (hauls, reviews, swatches), have decent picture quality, create a Fanpage on Facebook, sign up to Twitter & promote your blog there, and join beauty forums (such as this) to showcase your blog.

What I generally respond when people ask me this question is this:
1. The most important thing, think about what YOU like in OTHER beauty bloggers. What makes them special and fantastic, and how can you pick those things up and do them your on way? They're nothing but regular people, and they also started with nothing. But don't copy, that's just rude.
2. Don't obsess about being the best beauty blogger on earth, even if your goal is to reach the top. It actually looks quite silly overdoing stuff just to remind people about your blog. So just remember that the most important thing is to HAVE FUN! People like relaxed beauty bloggers.
3. Don't write walls of text, at least not often. When you look at a blog for the first time, what do you look for? Pictures! You want to see the person who writes the blog, or the pretty makeup that he/she writes about. Not a wall of text. You want to keep the blog visually appealing, think of the text as a description of your pictures, and not the pictures as illustrations of your texts.
4. Keep your "start page" looking pretty. Go through your recent posts before posting anything new, what have I written loads about recently and what is missing? No FOTDs in a long time but a heck load of pinky nail polishes? Well let's post a FOTD first and let this third pink polish in a row rest a day or two, there's no problem posting it later when you need to get some new polishes up!
5. Don't lie about stuff. Just don't.
6. Get your pingbacks goin'! If you enable pingbacks everyone you link to get an automatic comment on that blog post quoting a part of yours. Clicking that link takes them to your post. It's a great way to notify people about you writing about them without saying "HEY GURL LOOK AT MY BLOG IT'S THE BEST AND YOU'RE IN IT!"
