A basic no-makeup makeup for female actors means: foundation, contouring, concealor, powder, eyebrows, eyeshadow, liner, mascara, blush, lips. Haha! I think they want to know if you know how to correct blemishes/discolouration, enhance different face shapes and eye shapes, fill in brows, neutral eye, smokey eye, line eyes, blend, etc...

When I see professional basic makeup, I usually see variations of this...
1-2 eyeshadow colors. Black liner; pencil & mascara.
Foundation/concealer/powder.
Blush, no highlight or contouring (unless it's a universal blush)
sheer lipstick.
