I would totally recommend either Revlon's Colorstay foundation or Maybelline's Superstay foundation. Both are my foundation staples and they have amazing lasting power. If you want to explore high end I would totally go to MAC Pro Longwear foundation. Amazing coverage and it really does last ALL DAY.
Mascara I would say either LO'real's Voluminous mascara in Carbon Black or YSL Faux Cils in Noir Radical. My two holy grail mascaras.

If you just wanna kinda play around an experiment before you spend a lot of money on makeup I'd suggest the brands NYC, WET n WILD, or even RIMMEL. They are excellent quality and so affordable. Then once you're comfortable move onto the more expensive brands. Not necessarily high end but even Maybelline and Revlon is AMAZING.

Any Coastal Scents or Bh cosmetics palate should keep you entertained for a while for cheap ($23 for a palate of 88 colors). They are awesome palates. I own Coastal Scents 88 palate and it is amazing not only because of the price but the color payoff is great, and it also gives you a chance to experiment and see what colors you like and which ones actually work well with your skin tone. They have several different palates, so it you are into the more neutral colors there is a neutral palate and there are palates that are brighter. Sometimes they have sales where you can get the palates for even cheaper than that. All in all Awesome!!!

I personally like to invest in higher end makeup if ik im going to use it everyday, but if you don't want to drop alot of money on a product without trying it first try a few travel sizes of products i recommend: Laura mercier tinted moisturizer, benefit high beam, and urban Decay's all nighter setting spray. i would def check out ELF too its a brand carried at target and their makeup and brushes range from $1-$3 I Love their powder brush, makeup wipes, golden bronzer, countouring and blush duo, studio eyeshadows, and their blushes

Brush-wise, I think you can start with inexpensive ones and upgrade later, once you've gotten used to using/applying makeup. My favourite lower-end brands are Sigma (online only), e.l.f. (Studio collection; select brushes available at Target, full collection online), and Sonia Kashuk (Target).
