Jesse's Girl's loose pigments are $3.99 each at Rite Aid. I believe Wet 'n' Wild has a few for $2.99. L.A. Colors can be found at most dollar type stores or Big Lots for $1.
Then there is Fyrinnae, which is totally unreliable right now, http://www.fyrinnae.com/. TKB Trading, http://www.tkbtrading.com/, but there is a minimum purchase order. Coastal Scents, http://www.coastalscents.com/, and you can get samples for $1 each.

try beauty from the earth they are amazing !! and you can get sample jars for under $5 and they last a long time
