Not one liner is good for EVERY person, I say to buy a couple cheap liners and try them out then go with the same brand for some really bright colors. pencil liner on the waterline (white brightens your eyes!) and a thin or thick (depending on your eye shape) line. Some people look stunning in eyeliner some just look beautiful without it, try some diff. combos and see what you like. :) hope this helped! PS. let ur liquid liner dry b4 u open ur eyes to look at the work!

my absolute favorite, and i think underrated, is milani's eyetech liner. it truely is like using a felt tip marker to line your eyes. i would def. reccomend it to beginners. the liners like e.l.f. and wet n wild have a felt tip but it's the kind you dip in a well. the milani is more of a true pen.

The best felt tip liquid liner in my opinion is Maybelline Lash Stiletto. It's easy to use because the tip is firm and not flimsy. It also stays on all day, but wipes away easily with a makeup wipe! Great for beginners :).

For drugstore pricing, I believe the Maybelline Line Stiletto and Physicians Formula Eye Definer Felt-Tip Eye Marker are the best! The Maybelline Line Stiletto is probably closer to what you're looking for: smooth applicator, easy to apply, and great formula. The Physicians Formula marker is better for bolder definition and you need steady hands. The formula dries almost instantly (so it's difficult to correct mistakes) but it lasts all day, oily skin, sweat, and all :) I hope this helps! Good luck <3

I use the Wet N Wild Waterproof liquid eyeliner it has a felt tip but sometimes it's super hard to wash off even if I use a some type of oil I guess that's a good and bad thing

Maybe I got some junk E.L.F. and WnW because the felt tip liners I got from both are hard to apply. Not only that, the liner is so light and I'd have to keep going over and over the line to get it to a dark color.
I know for a fact the E.L.F. felt tip (there is also an liquid liner that you would have to dip the felt tip brush into a well) liner pen states "it's best to place the pen upside down." So I did for a couple of days, and still the consistency was off.
I see that NYX has a thin and thick felt tip liquid liner pen, but I have yet to use it.
