MAC Arena is an awesome highlight. I also like MAC Cork or Texture for crease. Using a light colored base will make the eyeshadows pop!

Nyx, Iman, and L'oreal HIP and MAC are great brands with good (if not excellent) pigmentation in their eyeshdaows for a woman of color. (or someone who loves color period) ;)

If you're willing to order online and support some indie brands, Sugarpill is one of the most pigmented shadow brands I've ever used. http://www.sugarpillshop.com is the website, honestly, I think they're a fab value for the money--the pans are huge and its impossible to find much like 'em.
Make-Up Forever also has some amazing stuff. I can't say that I have any experience in doing makeup for people with darker complexions, but I am a colour FIEND--the more pigment, the better, or why bother?--and I love both these brands like mad.

All of Urban Decay shadows are SUPER pigmented (trust me, I know lol), and I never have trouble with them showing up. And then if you use them with the Urban Decay primer potion, they stay all day and don't crease. NARS shadows are very pigmented and show up well too.

Brand wise NARS, NYX, Milani, L'Oreal HIP, MAC. But there are tons of brands, just have to find what work out on you.

im not that dark but i love gold and teals on my friends who are darker skinned than i am...

i agree with raisa. PLUS you can use a base (white is commonly used but u can use other colors, too) to make any color show up better on your skin.
