I love ELF's naill polish in Blue Mist, it's almost a mint green, but has a hint of blue. It's so pretty! I got it in a set of 5 of their summer colors for like $4, so can't beat that price. :) As far as light blue goes, I really like For Audrey by China Glaze. I don't really like China Glaze that much, but For Audrey is suuuch a beautiful color!

Essie's Mint candy apple is amazing!
Sally Hansen has a minty color called Mint Sorbet, but I'm not a huge fan of that specific one because it's hard to apply and kind of thick.

I like Revlon's Top Speed in Jaded. It's one of my favorite polishes at the moment.
I also like Peas and Q's from Nicole by OPI. I don't think they make it anymore but there is a color on their website called My Lifesaver that looks pretty close.
If you want a light blue check out Hard Candy's Sky. They just re released it. They used to sell it long before they moved to Walmart. It's actually the first nail polish I owned as a kid, so I suppose I'm a bit partial to it!
