it's when you apply eyeshadow wet. You can do that by getting your brush wet and dipping it into the shadow. It gives more color payoff that way

with either water or mac's fix + or charged water or something similar.
It usually won't mess up the shadow, but every once in a while, depending on the shadow, it'll leave a film over the top of it. That can easily be removed by wiping a tissue over top, or using a spoolie or disposable mascara wand to scrape it away.
To avoid all of that, You can use the back of your brush to scrape some of the dry eyeshadow on to a tissue or a clean counter, and then use your wet brush
