I usually don't do all of this since I'm usually de-emphasizing my lips, but here's the best way how:
Line the ouside of your lips w/ a darker lip color.
Blend it into a similar/lighter color for the rest of your lips.
Highlight the cupid's bow
Add a shimmery frost color to the top center of your bottom lip
Top the center of your pout with gloss.
You can kill the two last steps w/ just using a frosty lip gloss. =)
Enjoy SUPER poutier lips after. Hope that helped! =)

You can also apply some bronzer underneath your bottom lip. Not a lot to where it's noticeable but it would be like faking a shadow and it makes your lips appear to be plumper.
