I'm doing the same thing. Just get a little at a time & keep your old stuff in the meantime. For every new top you buy, throw out the old one. Etc.

Clearance racks, pretty much anywhere. (I like H&M, Forever 21, Charlotte Russe, Wet Seal.) TJ Maxx, Marshall's, and Burlington Coat Factory have good quality at low/reasonable prices. And thrift/resale stores.

H&M, forever 21, and wet seal have the cheapest things on clearance. I bought 4 shirts with only $25 I also hardly ever buy things that aren't on clearance. When they get new orders those clothes that were originally $25 will be $14. :)

Accessories accessories accessories! Chose 3 of 4 different styles of accessories an use them to change up a look, chunky bangles, statement necklaces, long an short earrings and belts! If get a few sets of piece that go together an interchange them with your outfit, you can get lots of different looks with the same clothes!
