I would say to start experimenting with something like ELF. They have great shawdows at very little price. And check out you tube they have some great tutorials (:

If you're looking for drugstore eyeshadows, I've heard wet and wilds shadows are surprisingly good for a low price. There's also the color tattoo line everyone's been raving about, also drug store but a little steeper in price.

I would suggest palettes from coastal scents, bh cosmetics, and the wetnwild eyeshadows for learning and experimentation. They are all inexpensive and pigmented shadows. Plus you will get tons of colors and be able to learn which colors and finishes suit you best. For inspiration I would suggest watching tutorials of people such as makeupgameonpoint, beatfacehoney, pixiwoo, and nikkitutorials. Of course, browse the pics on beautylis as well. Have fun with it!
