I have brown hair and really want a
caramel-blonde ombré
How can I do that without using bleach??

Color levels go from 1darkest to 12 lightest get a 12 and since you have brown hair you should get 2 to 3 shades lighter. Depending how dark your hair is and this only applies to natural hair color

For my sisters hair I used the "schwarzkopf nordic blonde highlighter" packets, they're about $15 from the supermarket.
I'm pretty sure they've got slight amounts of bleach in them, but not as bad as if you did heaps of foils.

You can use lemon just on whatever part of your hair you want and sit in the sun and it will lighten it. It will be a gradual change but it should work.

If you have virgin hair you can use color to lift your hair for an ombre, but if you have color in your hair only bleach can lift through that.

Go to a salon and get it done otherwise its not going to turn out right... There is a lot of color theory that goes into it and you also have to know how to blur that line so you get a nice gradual change not just a straight line... Just not something I recommend doing yourself... Good rule of thumb , if your going darker you can generally do it yourself but going lighter always go to a professional... Some people are able to color their hair lighter themselves but the vast majority end up spending way more having to get a color correction after it doesn't turn out :(
