Hi Taylor,
With most mineral foundations, they should be "buffed" into the skin as to warm the product and break down the minerals. You can use a large kabuki brush to do so. Start by tapping a little of the beige 1 or beige 2 (or a mix to match your skintone) into the cap or onto a tissue, pick up the powder with the kabuki brush and in a circular motion, buff it into the skin.
The finishing powder sounds like it's like any finishing powder and is used to set the makeup and control oil throughout the day. You'd apply this last with a fluffy powder brush all over.
I hope that helps!
